    Jumeirah Invests in Saturation System Commissioning of Oriental Dragon & Enters Long-Term Charter Agreement

    In July 2024, Shelf Subsea, an Australian offshore services company, entered into a long-term charter agreement with Jumeirah Offshore. Under this agreement, the “Oriental Dragon” will provide diving support services, marking a significant step in the vessel’s operational deployment in the offshore industry.

    Later in 2024, Jumeirah Offshore made significant investments in commissioning the saturation system of the “Oriental Dragon” while the vessel was in Singapore and Southeast Asia. This extensive work was part of the vessel’s ongoing operational readiness.

    By the end of December 2024, the “Oriental Dragon” successfully underwent its first dry docking, ensuring that it is fully prepared for future missions.

    Jumeirah Offshore is making continued progress in growth and operational excellence in the region’s offshore market. With the successful commissioning of the “Oriental Dragon” and the long-term partnership with Shelf Subsea, the company is well-positioned to expand its influence and maintain its competitive edge in the offshore services sector.

    As we approach the end of 2024, we proudly reflect on the extraordinary journey of the Oriental Dragon, as it has transitioned into a fully operational Dive Support Vessel. This year has been filled with remarkable achievements, and Oriental Dragon has reached several milestones, solidifying its capabilities and functions since arriving in Singapore earlier this year.

    In August 2024, Oriental Dragon successfully completed its first ROV/Air Dive test in Malaysia. Just two months later, in October, it successfully conducted another ROV/Air Dive test. In December, Oriental Dragon teamed up with Shelf Subsea to successfully complete its first Saturation Diving test. With these accomplishments, Oriental Dragon has firmly established itself as one of the most advanced and capable Dive Support Vessels in the world.

    As 2024 comes to a close, the Oriental Dragon’s achievements reflect the dedication of our crew and partners. Each milestone this year has paved the way for continued success and growth. Looking ahead, we’re excited for the future, confident that the vessel will reach even greater heights in 2025 and beyond.

    World’s Most Advanced Saturated Diving Support Vessel Delivered

    On December 30, 2019, the ST-246 Saturation Diving Support Vessel, named “ORIENTAL DRAGON”, was successfully delivered in Guangzhou. Built by CSSC Huangpu Wenchong Shipbuilding Co., Ltd. (hereinafter referred to as “CSSC”), the vessel is now the most advanced saturated diving support vessel in China, and one of the most capable in the world. 

    “ORIENTAL DRAGON” is the first vessel in China to be equipped with the world’s most advanced fixed 24-person twin-bell saturation diving system, enabling support for up to 24 divers at depths of 300 meters. This technology places the vessel at the forefront of deep-water operations globally, marking a significant breakthrough for China in the field of large-depth saturated diving and offshore equipment. The vessel’s delivery underscores China’s achievement in advancing deep-water engineering capabilities to an international level. 

    Key Features and Capabilities 

    “ORIENTAL DRAGON” is a specialized deep-water ocean engineering vessel. Key components include a diving bell, high-pressure residence chamber, transition chamber, life support system, and diving bell redraft system, all working in tandem to ensure safe and efficient operations. The vessel has received classes certifications from DNV GL and CCS and integrates a wide range of operational capabilities: 

    • Saturation diving operations 
    • Air diving operations 
    • Deep-water survey operations 
    • ROV (Remotely Operated Vehicle) operations 
    • Subsea construction operations 
    • DP III (Dynamic Positioning) operations 
    • Crane and offshore support services 

    With these capabilities, “ORIENTAL DRAGON” is designed to meet diverse operational needs, making it a versatile tool for underwater engineering, marine resource development, rescue operations, scientific research, and more.

    The vessel also features a wave compensation accuracy of ±5 cm and is equipped with an anti-roll system for improved safety and comfort. These advanced features make the vessel suitable for use in various sectors, including military operations, marine resources development, rescue and salvage missions, and scientific exploration, offering substantial strategic and economic value. 

    Technological Advancements and Project Execution 

    This project marks the first time CSSC Huangpu Wenchong has undertaken the construction of a saturated diving support vessel. To ensure its success, the company formed a dedicated project team and conducted multiple tests for the saturated diving system and other essential equipment. Through this project, CSSC successfully mastered the installation and construction of key technologies, including: 

    • Saturated diving systems 
    • ROV systems 
    • DP3 dynamic positioning systems 
    • Deep-water compensation lifting systems 
    • Dock and sea test technologies 

    The successful integration of these core technologies ensures the “ORIENTAL DRAGON” is equipped to meet the most demanding offshore and deep-water challenges.

    On September 24, 2015, Jumeirah Offshore Pte. Ltd. (“Jumeirah”) and CSSC Huangpu Wenchong Shipbuilding Co., Ltd. signed a significant contract in Beijing for the construction of the ST-246 Saturated Diving Support Vessel. The signing ceremony was attended by key figures, including Mr. Geng Yuejie, President of Jumeirah, and Dong Qiang, Chairman of CSSC, both of whom delivered important speeches during the event. 

    Also present at the ceremony were Mr. Chen Qi, Deputy General Manager of CSSC; Ms. Wendy Wei, Deputy General Manager of Jumeirah; and Mr. Xu Wenxing, Vice President of the China Classification Society. The event was presided over by Mr. Chen Zhong, former Chairman of Huangpu Wenchong, while Mr. Fan Bin, Deputy Chief Engineer, introduced the project’s overall details. All parties emphasized their commitment to delivering the project on schedule, with a focus on high-quality construction. 

    The ST-246 Saturated Diving Support Vessel is a highly advanced marine engineering auxiliary vessel designed for offshore operations. Once completed, it will rank among the top 10 saturated support vessels in the world in terms of operational capabilities. 

    The conceptual design and part of the basic design for the vessel were provided by SKIPSTEKNISK, a Norwegian design company. The basic design and detailed engineering will be carried out by Shanghai Bestway Marine Engineering Design Co., Ltd., with CSSC Huangpu Wenchong overseeing production design. 

    Vessel Specifications and Capabilities 

    The ST-246 DSV will feature the following key specifications: 

    Length: 124 meters

    Depth: 10.2 meters 

    Design Draft: 6.5 meters 

    Deck Area: 900 square meters 

    Speed: Approximately 14.5 knots 

    Self-sustaining Capacity: 45 days 

    The ST-246 will be equipped with a DP3 dynamic positioning system, a 24-person twin-bell 300-meter deep water saturation diving system, and an air diving operating system along with other advanced underwater tools. The vessel is designed for operations at water depths of up to 3,000 meters. 

    For Jumeirah, a prominent offshore platform investor with strong expertise in drilling jack-up platforms, semi-submersible drilling platforms, and accommodation platforms, the signing of the contract for the ST-246 vessel is a significant milestone. Mr. Geng Yuejie, President of Jumeirah, highlighted that this project is of great importance for the company’s growth and will significantly strengthen its presence in the offshore industry.
